At the weekly Cabinet meeting – the 32nd Government's first – on Sunday, 5 April 2009
1. Prime Minister Benjamin Netanyahu emphasized that the principles that would guide his Government would be unity, responsibility and work. He noted that the Government was established out of a sense of deep responsibility regarding the need to urgently deal with the major security, economic and social challenges before it. He noted that the Cabinet would decide today to urgently pass a two-year budget in order to deal with the economic crisis and to establish a diplomatic-security Cabinet. In the coming weeks, the formulation of the Government's policy guidelines on advancing peace and security would be completed.
Prime Minister Netanyahu instructed Social Welfare and Social Services Minister Isaac Herzog and Finance Minister Yuval Steinitz to see to the distribution of an additional NIS 6 million to needy families for the Passover holiday; he further instructed them to find a solution to the problem of nutritional security.
Prime Minister Netanyahu said that he would soon appoint someone to head the health system so that there would be a clear address to lead this important establishment.
2. Pursuant to Article 31(f) of Basic Law: The Government, the Cabinet approved its working procedures.
3. Pursuant to the 2008 National Security Council Act, the Cabinet appointed Prof. Uzi Arad as National Security Council Chairman.
4. Pursuant to the 1965 Israel Broadcasting Authority, the Cabinet authorized Minister Yoel (Yuli) Edelstein to be responsible for implementing the aforesaid law, and canceled a previous decision so authorizing Minister Isaac Herzog.
5. In continuation of its 15.2.09 decision regarding Pope Benedict XVI's upcoming visit to Israel, the Cabinet appointed Tourism Minister Stas Misezhnikov to be the minister responsible for coordinating the Papal visit, in place of former Minister Haim Ramon.. The Prime Minister's Office Director-General will continue to chair the interministerial committee to coordinate and prepare for the visit, as per the aforesaid decision.
6. The Cabinet approved the establishment, composition and responsibilities of the following ministerial committees: The Ministerial Committee on National security Affairs (the Diplomatic-Security Cabinet), the Ministerial Committee on the Israel Security Agency, the Ministerial Committee on Reforming the Israel Land Administration, the Ministerial Committee on Socio-Economic Affairs (The Socio-Economic Cabinet), and the Ministerial Committee on Legislation.
7. The Cabinet discussed the Almog Project regarding a new building to house the Prime Minister's Office and the Official Residence and decided to rescind its decision of 8 February 2009 (par.7) on the matter and to review the project.
8. The Cabinet decided to establish an interministerial team to formulate a plan regarding assistance to social welfare and social service organizations and non-profit associations. The team will submit its recommendations within 30 days and in any case, no later than the date on which the 2009 state budget is approved.
9. The Cabinet approved in principle the draft Basic Law: 2009-2010 State Budget and authorized Justice Minister Yaakov Neeman and Finance Minister Steinitz to approve the final draft ahead of its presentation to the Knesset forthwith. The Cabinet has requested that Knesset Speaker Reuven Rivlin convene the Knesset Finance Committee to prepare the draft law for its second and third readings.
10. Justice Minister Neeman briefed the Cabinet on the issues to be discussed by the Ministerial Committee on Legislation in the context of changes to the electoral system.
