* Yemen announces six conditions for al-Houthi rebels

The SSC (Supreme Security Committee) announced late Wednesday six conditions for the Houthis in Sa'adah in regards to a peace agreement available to them on the condition that they are implemented without procrastination or delay. The six conditions include: lifting all road checkpoints that impede citizens’ travels, abandoning their military strongholds and coming down from the mountain peaks, handing over all civil and military equipment that they had seized, disclosing the fate of the six kidnapped foreigners, one British man and a German family (as all information points to the Houthi rebels as being behind the kidnapping), handing over the kidnapped Sa'adah citizens, and ending all interference with the local authority's affairs.


The SSC emphasized the vital importance of the insurgency elements abiding by the conditions in order to resolve the conflict. In return, the authorities will unconditionally release their detainees that were involved in the subversive incidents, if the rebels carry out the conditions. In addition, the government will reconstruct war-damaged areas in the conflict zone in order to bring about security and restoration in the province and create conditions that promote overall development.


The announcement came after the SCC reviewed the deteriorating situation in Sa'adah in a meeting on Wednesday. In Sa'adah the local authorities had declared a state of emergency as insurgency groups continued their terrorist actions and assaults on citizens, and public institutions and services. The latest attacks included the destruction and looting of medical equipment from the Saqin Directorate Medical Center and the destruction of a TV and radio broadcasting station.


The SCC went on to state that “in order to demonstrate the political leadership’s desire for ending the bloodshed, and to prove their interest in giving another chance to the insurgents to end the sedition and allow the continuation of rehabilitation and restoration projects—of which the government has already completed 50 percent—the SSC sent these conditions to the Sa'adah governor for him to use in achieving peace accordingly.”


The Committee stressed the need to fulfill these conditions if the insurgents truly desire peace, reiterating that the issue of the government's prisoners who were arrested in connection with the insurgency can be resolved right away when the rebels carry out the above steps without prevarication or procrastination.
