*When is Ma'arat HaMachpela entirely open to Jewish visitors?

MIDEAST BRIEFING: Heritage and Peace

… There is nothing fundamentally wrong about the Israeli initiative. It is not unusual for a society to take an interest in the maintenance of sites that shape its identity and culture, even when they lie outside its own borders. Thus the British Commonwealth maintains a Commonwealth War Graves Commission that preserves 1.7 million graves and monuments worldwide. The Jews have legitimate and profound interests in Rachel’s Tomb and the Machpelah Cave, even if they are on the West Bank and are significant to members of other faiths.
If the UN hopes to play a constructive role in resolving this conflict, it must learn to bridge the gap without falling into advocacy for one narrative over another. Surely, a UN official should know better than that. Then again, maybe not.

…But Netanyahu also reiterated that “The Cave of the Patriarchs is one of the first sites of the Jewish people’s heritage. The Cave of the Patriarchs and Rachel’s Tomb have been a part of our heritage for 4,000 years. We must allow the younger generation to connect to that heritage.

Netanyahu added that just as maintenance work had been carried out on the Muslim side of the Cave of the Patriarchs, the same must be done on the Jewish side.

In response to criticism by Kadima of the government’s decision to include the two sites on the list, Netanyahu said that two of the party’s MKs, Tzahi Hanegbi and Shlomo Molla, had asked him to include the sites.

"Abraham the first Jew, bought this cave 3700 years ago as a grave for his wife Sarah", said David Wilder, spokesman for the approximately 800 Israeli settlers in Hebron, in the synagogue. "If this is not Jewish heritage, then what is?"

For the Palestinian mayor of Hebron, Khaled Osaily the heritage is of an Islamic holy site, however. "For 1400 years it was only a mosque," he said. Since 13 Century, it was only allowed Jews to pray on the steps leading to the entrance of the Patriarch graves. And then came the settlers who transformed it into a synagogue and brought all the problems with them," says Osaily bitterly.

Netanyahu's heritage plan `could lead to religious war'

…When pressed, [Hebron mayor] Osaily would not say whether he would allow Jewish worship to continue if Hebron became part of a Palestinian state, saying that the site would be open for "all humankind'' to visit.
Jewish settler spokesman David Wilder says the decision to declare Hebron a Jewish heritage site is "excellent.''
Wilder says that according to Jewish tradition, the forefathers Abraham, Isaac and Jacob along with their wives are buried in a cave deep beneath the site. "If this isn't Jewish heritage I don't know what is,'' he said.
Palestinian president Mahmoud Abbas warned Netanyahu that his decision "could lead to a religious war.'' Condemnation also came from the Arab League and the United Nations. Israeli officials insisted that the international community is overreacting.
"This is a mendacious and hypocritical campaign,'' read a statement from Netanyahu's office. "The state of Israel is committed to freedom of religion for worshippers of all faiths at the holy places and thus it acts in practice."
He said the sites "certainly deserve preservation and rehabilitation.''
It was quiet but tense in Hebron on Wednesday. Israeli security officials say they believe the crisis has passed. But Palestinians say they won't stop fighting until Israel rescinds its decision.
Why Palestinians Riot Over Jewish Heritage Sites

This explains why Palestinians are opposed to the designation of Jewish heritage sites. If it is important to Jews, what does that mean for Muslims? Indeed, what is their heritage?
Heritage is a legacy that connects generations; it’s not politics, but history. For Palestinians, however, the two are entangled – which chokes off rationality.
It’s not the Muslim significance of historical sites that inspires Palestinian riots; it’s that Jews claim it at all. Equal access to historical and holy sites is considered an affront by Muslims, as it questions their exclusivity and authenticity.
Under Muslim rule, for example, Jews were denied entrance to Machpelah, since, if Muslims don’t have exclusive control of the site, then no one else should, or will. Any attachment of Jews diminishes that of Muslims.

Al-Qaradhawi's Union of Muslim Scholars Calls For New Intifada
Following Israel's decision to add Machpela Cave to its list of national heritage sites, the Union of Muslim Scholars, which is headed by Sheikh Yousuf Al-Qaradhawi, has called to launch a third intifada.
The group demanded that the Arab summit propose a new strategy for dealing with the Palestinian issue, and for the liberation of all of Palestine, from north to south and from the river to the sea, after the current path, based on submission, has utterly failed.

Zahran Abu Qubeita, the mayor of Yatta, a nearby Palestinian town, came on Thursday to pray at the Ibrahimi Mosque. “It is an Islamic site, not a Jewish one,” he said.

Fundamentally Freund: Holy hysteria

This tempest over tombs is both absurd and offensive, and Israel should not in any way buckle under to the pressure.

Sites such as Rachel's Tomb and the Cave of the Patriarchs are part of the national and religious patrimony of the Jewish people, and we do not need anyone's permission to renovate and maintain them.
You don’t have to be a biblical scholar to recognize the incontestable Jewish nature of Rachel’s Tomb and the Cave of the Patriarchs.

Ma'arat HaMachpela, in the city of Hebron, is a JEWISH holy site. This does not negate accessibility to anyone and everyone, of any and every race and religion, to visit and worship here. However, first and foremost, the Jewishness of this site must be acknowledged.
