CLASSIFICATION: HIGHEST PRIORITY

The Goldstone Commission, appointed by the President of the Human Rights Council of the United Nations to investigate "all violations of international international human rights law and international humanitarian law that might have been committed at any time in the context of the military operations that were conducted in Gaza during the period from 27 December 2008 and 18 January 2009," has issued its report.

Please review the report, especially its conclusions, and tease out the roadmap provided by this Report for all future operations. Specifically, on the basis of this Report, state all the military tactics our members can use to annihilate the Little Satan, i.e. Zionist enemy, the Big Satan, i.e. the United States, and all other current and future Satanic entities.

EXECUTIVE SUMMARY


Bottom line: our activists can and should use the following liberation tactics


Our activists should:


(1) Never officially be designated a full-fledged military force;

(2) Never wear anything officially labelled as military uniforms while engaged in liberation activities, such outfits must only be used when engaged in the ceremonial goose stepping parades;

(3) Never engage in freedom fighting activity in an area segregated from our own residential, community or humanitarian neighborhoods;

(4) Always store military materiel in private homes, community and/or religious centers, educational facilities or other non-military situses

(5) Always billet in private homes, community and/or religious centers, humanitarian buildings, educational facilities and any other non-military situses - never in any storage facility used exclusively for our liberation materials and never in a location designated by us as a military facility.

(6) Always use civilian vehicles or other modes of transportation when transporting our fighters. It is best to use those marked with a Red Cross or a Red Crescent, the United Nations emblem, or any other internationally recognized symbol of non-combatant status.

(7) Always ensure that your noncombatant assistants are visible to the enemy and to any media observing the operations, while you are engaged in liberation tactics.


Additional observations:


(1) Our Hamas comrades publicly announced that using human shields is Hamas policy, yet the Commission found no evidence that they engaged in this practice during the Gaza War.

(2) However, the Commission found that the Zionist Occupation Forces did use Palestinians as human shields, thereby committing human rights violations and war crimes. Serves them right for stealing our liberation tactics.

(3) The Commission recommended that "Israel release Palestinians who are detained in Israeli prisons in connection with the occupation." It is clear, therefore, that under no circumstances can Palestinians be held in Israeli prisons as every effort engaged in by our freedom fighters is in furtherance of our liberation from occupation.

(4) An outrageous error is made in the Report which the Members can protest. As our freedom fighters are not classified as military personnel, any criticism directed at them falls outside the scope of the Commission's jurisdiction. There were two points in which the Commission reviewed and made unhappy faces about the Gazans' actions. It is the opinion of the OLC that with respect to those critiques the Report is invalid and therefore not binding on our activists.

A manual codifying the above information is being prepared which will be replete with citations to the UNHRC Report.

RE: GUIDELINES FOR MILITARY OPERATIONS IN THE WAKE OF THE GOLDSTONE REPORT


CLASSIFICATION: HIGHEST PRIORITY


The Goldstone Commission, appointed by the President of the Human Rights Council of the United Nations to investigate "all violations of international human rights law and international humanitarian law that might have been committed at any time in the context of the military operations that were conducted in Gaza during the period from 27 December 2008 and 18 January 2009," has issued its report.

Please review the report, especially its conclusions, and provide a comprehensive plan for implementing the guidance it provides so that this country's military will not be susceptible to criticisms of war crimes or, G-d forbid, crimes against humanity.
