Israel Adds Amnesty for 45, Release of 20 to List of Gestures for 'Abbas In addition to the 198 prisoners Israel released as a goodwill gesture to bolster support for Mahmoud 'Abbas among the Palestinian people, it has now added amnesty for 45 Palestinians wanted by Israel's security services and the release of 20 others to the list of gestures. The 20 released are required to remain within the jurisdiction of the Palestinian Authority. The growing list of gestures, which comes as U.S. Secretary of State Condoleezza Rice is visiting the region, did not prevent Rice from lambasting Israel on the issue of building in post-1967 communities. Former prime minister Ariel Sharon agreed to a complete and absolute halt in building in those communities as part of the Road Map peace plan, but that condition has never been met by Sharon's administration or that of Ehud Olmert, his successor. It is also invariably cited by Palestinians as the primary reason there has been no progress in talks and by extension, the reason U.S. President George W. Bush's imperative to see an agreement between Israelis and Palestinians in-hand before he leaves office in January 2009. Amid rumors that the Bush administration might push for a partial agreement in order to have some achievement to show, Palestinian Authority Chairman Mahmoud 'Abbas said at a joint news conference with the secretary of state that any agreement must be complete and "not a partial one that postpones other issues. The solution must be comprehensive."
