Water Issues-Israel

Occasionally been claimed that the Palestinians by Israeli journalists who do not provide the full picture and not try to validate data. That they provide their readers with a partial and subjective picture of the subject under the guise of serious journalism.

Latest example of this is the story of Amira Hass who cites a report written by the Ministry of Economy Palestinians who try to quantify the financial damage that Israel causes the PA apparently because the various actions ("Report of Palestinians: Israel does damage of billions of dollars in the West Bank and Gaza Strip", Ha'aretz, 11:11:11). Part of the financial damage, according to the report, due Mh"haflih distribution of water by Israel between Palestinians and Israelis. "Hess explains it:

Not only the water authority, also Professor Haim Gvirtzman, an expert in hydrology and water management in Israel published a detailed and reasoned article that deals with the Palestinians' claims while viewing data, facts and figures which of course is not included in her article of Hess. Most data presented below are taken from the report of the Water Authority and from an article by Professor Gvirtzman.
Starting from 1967, Palestinians have experienced a dramatic improvement in water supply communities. Under Jordanian rule, Palestinians lived with outdated water systems, enabling low standard of living. Jordan arrived at the end of the water supply to about 65 million cubic meters per year (Mlm"s.) Water distribution networks existing homes were only four points out of 700 points locality, who were then in Judea and Samaria.

Five years after the Six Day War, the water supply has been increased by 50% through new wells, pumps, water pipes and elaborate, they reached the majority of cities and larger villages. Interim Agreement, known as "Oslo 2", which was signed in Washington in 1995 included an extensive section (section 40) which addressed the issue of water and sewage. It was decided that for the future needs of the Palestinians, they get an extra 70-80 Mlm"s addition of 118 Mlm"s they consumed that year. It was also decided that from this amount, you'll be taken immediately to 28.6 Mlm"s (of which 5 Mlm"s Gaza).



Amira Hass writes that the Oslo Accords "freeze" mode of unequal distribution of water. The 50% of these include 24 Mlm"s actually transferred by Israel and another 40 Palestinians Mlm"s of drilling new wells provided to the Palestinians in their entirety, additional throughput approved drilling and production upgrade at unauthorized drillings (about 10 Mlm"s). To 2009 approved a Joint Water Committee (JWC) and the Palestinians to drill 59 wells for drinking water, 11 wells for agricultural irrigation, 22 observation wells, and also approved an upgrade of 42 wells in the area of Qalqiliya and Tulkarm - Vineyard and 13 wells in the Jordan Valley. Not all wells drilled have been approved.



In practice, Israel has completed all its obligations on water, even as defined future needs final settlement.
Who really steals water?

מדי פעם מועלות טענות הפלסטינים על ידי עיתונאים ישראליים אשר לא מספקים את התמונה המלאה ולא משתדלים לאמת נתונים. בכך הם מספקים לקוראיהם תמונה חלקית וסובייקטיבית של הנושא במסווה של עיתונאות רצינית.



הדוגמא האחרונה לכך היא כתבה של עמירה הס אשר מצטטת דו"ח שנכתב על ידי משרד הכלכלה הפלסטיני אשר מנסה לכמת את הנזק הכספי שישראל גורמת לכאורה לרשות הפלסטינית בגלל פעולותיה השונות ("דו"ח פלסטיני: ישראל גורמת נזק של מיליארדי דולרים בגדה וברצועה", 'הארץ', 11.11.11). חלק מהנזק הכספי, על פי הדו"ח, נובע מה"האפליה שנוקטת ישראל בחלוקת המים בין הפלסטינים לישראלים". כך מסבירה זאת הס:



סכום דומה [כשני מיליארד דולר] מאבדת הכלכלה הפלסטינית, ובעיקר ענף החקלאות, בשל האפליה שנוקטת ישראל בחלוקת המים בין הפלסטינים לישראלים. בהסתמך על דו"ח של הבנק העולמי מ-2009, קובעים מחברי הדו"ח הנוכחי כי לא רק שהסכמי אוסלו הקפיאו מצב של חלוקה בלתי שווה בין ישראלים לפלסטינים במים שנשאבים בגדה המערבית (יחס של 80:20), אלא שישראל גם מבצעת שאיבת יתר מהאקוויפר המערבי, יותר ממה שנקבע לה בהסכמים. בה בעת ישראל מוכרת לפלסטינים מים בכסף רב, כדי שישלימו חלק מהחסר להם. השליטה הישראלית על משאב המים ועל הגישה לאדמה בשטח C מונעת מהפלסטינים לפתח חקלאות שלחין, שמהווה כיום 9% מהשטח המעובד. מחברי הדו"ח מעריכים שלולא המגבלות הישראליות היה אפשר להרחיב מאוד את ענף החקלאות, עד כדי רבע מהתמ"ג של 2010 (1.88 מיליארד דולרים).

הס מזכירה כי הנתונים מבוססים על דו"ח של הבנק העולמי מ-2009, אולם לא טורחת לספר לקוראיה שרשות המים הגיבה לדו"ח זה באמצעות דו"ח משלה ("סוגיית המים בין ישראל לפלסטינים", מרץ 2009) הכוללת נתונים אשר לא רק מפריכים טענות על אפליה, אלא מדגימים כיצד לפלסטינים בעצמם ישנה אחריות על מצבו הרעוע של משק המים שלהם.



לא רק רשות המים, גם פרופ' חיים גבירצמן, מומחה בתחום ההידרולוגיה ומשק המים בישראל פרסם מאמר מפורט ומנומק אשר מתמודד עם טענות הפלסטינים תוך הצגת נתונים, עובדות ומספרים אשר כמובן לא כלולים בכתבתה של הס. רוב הנתונים המוצגים להלן לקוחים מתוך הדו"ח של רשות המים ומתוך מאמרו של פרופ' גבירצמן.





מ-4 נקודות חיבור ל-643 נקודות חיבור



החל מ-1967, הפלסטינים חוו שיפור דרמטי בכל נושא אספקת המים ליישוביהם. תחת השלטון הירדני חיו הפלסטינים עם מערכות מים מיושנות, שאפשרו רמת חיים נמוכה. בסוף התקופה הירדנית הגיעה אספקת המים לכ-65 מיליון מטרים מעוקבים בשנה (מלמ"ש). רשתות לחלוקת מים לבתים היו קיימות בארבע נקודות בלבד מתוך 700 נקודות יישוב, שהיו אז ביהודה ובשומרון.

מסכם זאת פרופ' גבירצמן:



למעשה, במהלך 30 השנים האחרונות נבנו כמעט כל רשתות חלוקת המים הפנימיות, רובן באמצעות הממשל הישראלי. כאמור, תחת השלטון הירדני, היו רשתות מים פנימיות בארבע נקודות יישוב בלבד.

עמירה הס כותבת כי הסכמי אוסלו "הקפיאו" מצב בלתי שוויוני של חלוקת מים. אולם אין היא מציינת כי ההסכם נחתם ל-5 שנים וכי בתום תקופה זו פסק המו"מ על הסדר הקבע בעקבות כישלון ועידת קמפ-דיוויד ופריצת אינתיפאדת אל-אקצא. הס גם לא מספרת כי למרות שהסכם הביניים נחתם ל-5 שנים, ישראל המשיכה לפעול על פיו ואף הגדילה את כמות המים הניתנת לפלסטינים מעבר לכמות עליה הוסכם ב-1995.



כאמור, ב-1995 צריכת המים ברשות הפלסטינית עמדה על 118 מלמ"ש. בהסכם הביניים דובר על העלאה ב-20% של כמות המים השנתית. בפועל, נכון ל-2007 (הנתונים המאוחרים יותר המופיעים בדו"ח) הכמות עלתה ב-50% ל-200 מלמ"ש (היעד, על פי הסכם הקבע העתידי, היה 188-198 מלמ"ש).

בפועל, ישראל השלימה את כל מחויבויותיה בנושא המים, אפילו לפי המוגדר כצרכים עתידיים להסדר הקבע.





מי באמת גונב מים?



הפלסטינים הפרו את ההסכם באופן עקבי בכך שהם קדחו בסביבות 250 קידוחים פיראטיים שלא קיבלו את אישור ועדת המים המשותפת. נוסף על אי-חוקיותם, על פי הסכם הביניים הוחלט כי רוב הקידוחים הפלסטיניים ישאבו מים מהאקוויפר המזרחי והפחות מנוצל, ואילו רוב הקידוחים הפיראטיים מתבצעים דווקא באקוויפר הצפוני, דבר הפוגע בשאיבת המים הישראלית בעמקי הצפון.



תופעה פלסטינית נוספת היא גניבת מים מצינורות של 'מקורות' באמצעות התחברות פיראטית לצינורות אלו. גניבת המים, המתבצעת בעיקר באזור הר חברון ומוערכת ב-3.5 מלמ"ש בשנה, פוגעת באספקת המים הן ביישובים יהודיים והן ביישובים פלסטיניים מכיוון ש'מקורות' מספקת מים, כאמור, גם לישובים פלסטיניים.


ראוי לציין כי בעזה המצב הוא קטסטרופאלי. מאז הנסיגה הישראלית מהרצועה נחפרו כ-3000 קידוחים פיראטיים שגרמו לירידת מפלס מי התהום ולפגיעה קשה באיכות מי אקוויפר עזה ובמשק המים הכולל של רצועת עזה. הנזק הוא כמעט בלתי הפיך והנפגעים העיקריים הם תושבי עזה עצמם. המסקנה היא כי הנוכחות הישראלית בגדה, הנלחמת בתופעת הקידוחים הפיראטיים, היא שמונעת מהמצב להידמות לקטסטרופה האקולוגית והבריאותית המתרחשת בעזה, הנתונה כולה תחת ריבונות פלסטינית.

זוהמה, יתושים וסירחון



הסכם המים מחייב את שני הצדדים לטפל במי השפכים שלהם. בעוד ישראל עושה זאת בהצלחה לא מבוטלת ומשמשת חלוצה עולמית במחזור וייצור מים, הפלסטינים כמעט ולא נקפו אצבע בכיוון. למרות שהמדינות התורמות (בעיקר גרמניה, ארה"ב, יפן והבנק העולמי) הביעו נכונות להקצות כספים רבים להקמת מתקני התפלה (כ-$300 מיליון) הרשות הפלסטינית לא מקדמת פרויקטים בנושא טיהור שפכים.

כמות השפכים שמייצרים הפלסטינים כיום נאמדת בכ-52 מלמ"ש. מכלל כמות זו, כ-4 מלמ"ש בלבד מטופלים במתקנים פלסטינים וכ-14 מלמ"ש מטופלים במתקנים ישראליים. יתר השפכים, כ-34 מלמ"ש, מזהמים את מי התהום ואת הסביבה הישראלית והפלסטינית.

לא רק שהביוב הפלסטיני הופך למפגע תברואתי ומסב נזק לסביבה, הוא גם מחלחל למי התהום ומזהם את מי השתיה. הזיהום כבר גרם לסגירתם של שישה קידוחים פלסטיניים וישראליים באזור בית לחם, ירושלים ויריחו.


על פי דו"ח של רשות המים הפלסטינית מ-2003 הושקעו רק 5% מסך התקציב המיועד לטיפול במשק המים במחזור של ביוב (בהקמת מתקן טיהור שפכים בודד באל-בירה שגם הוא פועל באופן לקוי). כך מפרט זאת הדו"ח של רשות המים הישראלית:



בנוסף לכך, מאז שנת 2002 ועד 2007 הושקעו עוד מאות- מיליוני דולרים בפרויקטים שונים, אך לא בטיהור השפכים. ברור כי הקמת רשתות המים הפנימיות רק מגדילה את ייצור השפכים ואת היקף הזיהום. קיימות תוכניות לטיפול בשפכים (שאושרו בוועדות המשותפות) וקיים מימון או נכונות למימון של המדינות התורמות עבור הערים: שכם, טול- כרם, ג'נין, סלפית, רמאללה, הקידרון, חברון, מרכז רצועת עזה ועוד, אך הפלסטינים אינם מקדמים את ביצוע הפרויקטים האלה. חשוב לזכור כי מי שפכים מטוהרים יכולים להיות מופנים להשקיה חקלאית ובכך לשחרר מים שפירים לצריכה עירונית שתגדיל באופן משמעותי את כמות המים לשתייה.





זדון ישראלי או משיכת רגליים פלסטינית?



ומה בנוגע לצריכת המים לנפש? ראשית יש לציין כי קיימת מחלוקת לגבי מספר הפלסטינים החיים ביהודה ושומרון. שימוש במספר מינימליסטי או מקסימליסטי משפיע באופן משמעותי על הנתונים. הממעיטים מדברים על 1.4 מיליון תושבים והמרבים מדברים על 2.2 מיליון. רשות המים החליטה להתייחס לממוצע שבין שתי הגישות בבואה לבחון את צריכת המים לנפש ביהודה ושומרון, כלומר 1.8 מיליון תושבים.



בישראל, צריכת המים לנפש ב-1967 עמדה על 508 מ"ק לשנה. ב-2006 הצריכה ירדה ל-170 מ"ק לשנה בעקבות גידול האוכלוסייה וירידה בהיצע מים טבעיים. ביהודה ושומרון לעומת זאת, צריכת המים לנפש ב-1967 עמדה על 85.7 מ"ק לשנה ואילו ב-2006 עלתה ל-100 מ"ק לשנה למרות הגידול באוכלוסיה, זאת בעקבות השיפור הדרמטי של תשתיות המים.



חושב לזכור כי ישראל מגדילה באופן ניכר את כמות צריכת המים השנתית בעקבות מחזור וייצור מים, ואילו הרשות הפלסטינית, כאמור, נמנעת מפעולות אלו אשר ללא ספק היו מגדילות את כמות המים הנצרכת הן בחקלאות והן במשקי בית פרטיים. הסכם המים שנחתם ב-1995 כולל לא רק העברת מים מידי ישראל לרשות הפלסטינית אלא גם הכרה בצורך לפתח מים נוספים (טיהור והתפלה), לנהל את מפעלי המים בתיאום, להבטיח שהביוב יטופל כראוי ושלא יינקטו פעולות העלולות להביא לזיהום. בכל אלה הרשות הפלסטינית פשוט לא עומדת, ולא בגלל חוסר יכולת, אלא בגלל משיכת רגליים.



נקודות נוספות שעולות מהדו"ח של רשות המים ומהמאמר של פרופ' גבירצמן:



· איבודי המים (פחת) ברשות הפלסטיניות עומדות על 33% לעומת 11% בישראל. האחוזים הללו (הכוללים גניבות מים) מיתרגמים לכ-10 מלמ"ש שהיו יכולים להיות זמינים לשימוש ביישובים פלסטיניים.



· כבר ב-1994 הועברה מערכת אספקת המים ברצועת עזה לשליטת הפלסטינים שהפכו לאחראים על הניהול, הפיתוח והתחזוקה של מערכות המים והביוב. לאחר ההתנתקות הועברו לרשות הפלסטינים גם מערכות המים ששרתו את הישובים הישראלים ובהן 25 בארות מים, בריכות אגירה ומערכת הובלה מפותחת. בסופה של ההתנתקות, כל מערכות המים והביוב ברצועת עזה היו בשליטה פלסטינית בלעדית. נוסף על כך, בהסכם הביניים הוסכם להעביר לרצועה 5 מלמ"ש נוספים של מים, מהמערכת הארצית הישראלית. הצינור לביצוע האספקה הוקם ע"י ישראל, ומגיע לגבול רצועת עזה. החיבור בתוך רצועת עזה עדיין לא בוצע. השלטון הפלסטיני בעזה, כאמור, מוכיח אזלת יד בכל הקשור לניהול משק המים ולא מצליח למנוע קטסטרופה אקולוגית ובריאותית ברצועה כפי שקורה היום.



· על פי פרופ' גבירצמן, הפלסטינים יכולים כבר עכשיו להעלות את כמות המים לצריכה ביהודה ושומרון. טיפול נכון בצנרת ומניעת דליפות שווה ל-10 מלמ"ש; שיפור שיטות ההשקיה מהצפה לטפטוף כפי שנהוג בישראל, יחסוך כ-15 מלמ"ש ויאפשר הרחבת שטחים חקלאיים; וטיפול בשפכים עירוניים שווה ל-30 מלמ"ש.







שוב ישראל אשמה בכל



לסיכום, עמירה הס מצטטת דו"ח המתאר אפליה ישראלית בכל הנוגע לחלוקת מים, מניעת פיתוח של שטחי חקלאות ואף גרימת בעיות בריאותיות בעקבות מדיניות ישראלית. היא לא טרחה לבקש את תגובת רשות המים, או כל מומחה ישראלי אחר, ולא חשבה לאזן את הדו"ח על ידי הצגת נתונים המאירים את המציאות באור שונה.



הפלסטינים מקבלים וצורכים פחות מים מהישראלים. זוהי עובדה. אולם קל מאד להציג עובדה זו כ"אפליה", "גניבה" ו"שאיבת יתר" של ישראל. עמירה הס היתה הרבה יותר רצינית אם היא היתה מציגה את התמונה המלאה, הכוללת יישום מלא של הסכם הביניים ואף של הסכם הקבע העתידי על ידי ישראל בכל הנוגע לאספקת מים לפלסטינים, והאחריות הברורה של הרשות הפלסטינית (ושל שלטון החמאס בעזה) לכל בעיות המים אותן הם חווים, בגלל קידוחים פיראטיים, גניבת מים, וחוסר טיפול בביוב.



מדוע שעמירה הס לא תכתוב על הליקויים של הרשות בכל הנוגע למשק המים הרעוע שלה, ועל כך שעם מעט רצון אמיתי, היא יכולה לשפר באופן מיידי את כמות ואיכות אספקת המים ביהודה ושומרון, במקום שוב להאשים את ישראל בכל צרותיה?

You are not interested in debate, nor does it appear you are interested in corroborative evidence. Also, interesting how you project your way of thinking onto others by making this a better than issue.
