Gaza – Ma'an – Dialogue between Fatah and Hamas has not been resumed and none of the Fatah leaders has been delegated to hold talks with Hamas, Palestinian President Mahmoud Abbas told the Al-Sharq Al-Awsat news agency. He also told the news agency that he will not give any concessions in the Annapolis peace conference, he added. Abbas called on the Arab countries to avoid taking any steps towards normalization with Israel before they withdraw from all the Palestinian territories they occupied in 1967, and before a just solution for the refugee problem is found on the basis of UN resolution 194.Furthermore, Abbas said he agreed with Israeli Prime Minister Ehud Olmert and the US advisor for National Security Steve Hadley on the forming of a tripartite committee to implement stage one of the Road map plan. Regarding Hamas' position towards the Annapolis conference, Abbas said "It is the Palestinian Liberation Organisation that takes part in the conference not the government or the Palestinian Legislative Council." "The agreement cannot be brought into effect except after being ratified either through a referendum where everyone, including Hamas, can express their opinion, or through the approval of the Palestinian National Council which represents all the Palestinian people," he added.

Another Hamas leader, Musheer Al-Masri said, "Abbas has lost the Palestinian legitimacy and representation, and the supporters of the Bush conference will be slapped."
