INTERVIEWER: -- First off, it’s difficult to disagree with the view that the state of affairs of Gaza is terrible, isn't it?

MR. LERNER: I can disagree. I would say that Hamas - who is actually responsible for what's going on in Gaza - should be held accountable, and not Israel.
INTERVIEWER: Well, just taking accountability aside for the moment -- I fully appreciate that's a point you will want to get to -- this has got to an intolerable state, hasn't it, the situation for innocent civilians, the normal people trying to lead a normal life?

MR. LERNER: Hamas is holding the people of Gaza hostage. They are sacrificing the people and they are not taking any steps to prevent rocket fire into Israel.

INTERVIEWER: Right. Well, these aid agencies are impartial and they share a view that what Israel is doing at the moment is an illegal collective punishment. Do you not take any sense of responsibility for any of the situation in Gaza, which is affecting normal people, people not involved in what Hamas is doing?

MR. LERNER: What I would say to these international organizations, organizations that Israel allows to work in Israel, in the Gaza Strip, and in the West Bank - I would say that these international bodies and the international community as a whole should point the finger in the right direction, not against Israel. Israel is bombarded on a daily basis. Even this morning, two more rockets were fired into Israeli territory. This is unacceptable and no sovereign country would allow it. And this, of course, has an immediate, negative effect on the ability to operate crossings. These crossings are the artery and the lifeline of the Gaza Strip. If a sniper is firing at people working at the crossings and the crossings can't operate, that limits the movement of goods; it limits the capability of operating the crossings.

INTERVIEWER: All right. Can you see any way in which this could be dealt with, that the situation can improve in the near future?

MR. LERNER: Absolutely. Hamas can take the appropriate steps, like they did when releasing Alan Johnston, and take control and prevent the rocket firing and release Gilad Shalit.

INTERVIEWER: Well, that's what I'm saying. Can you see that happening?

MR. LERNER: They should do it. They can do it. They hold the tap. They have the ability to stop it today.

INTERVIEWER: Peter Lerner, thank you very much indeed for joining us.
