FM Tzipi Livni meets with US Secretary of State Condoleezza Rice

Remarks by Vice Prime Minister and Minister of Foreign Affairs Tzipi Livni and US Secretary of State Condoleezza Rice

FOREIGN MINISTER LIVNI: Hello. Thank you. I would like to warmly welcome Secretary Rice to the region and to Israel. Well, there's never a dull moment in the region, but this is really a crucial point in time, I mean, throughout the threats coming from the extremists, Iran, Hizbullah, Hamas. But there is a government, a Palestinian government which meets the requirements of the international community, a government that believes in the vision of two states, a government that shows determination to change the situation. Are these the requirements: They must wear suits and ties. They were supposed to have changed their charter after the Oslo Accords; they were also to stop their armed struggle. They never revised their charter, nor have they stopped terrorist activities. Fatah continues to be a terrorist entity. They have planned and committed terror attacks against Israelis in the past and continue to do so up to this day. Fatah continues to work for the destruction and demise of the Jewish State.

Fatah’s existing charter states (in part) the following:

Article 1: Palestine is the homeland of the Arab Palestinian people; it is an indivisible part of the Arab homeland, and the Palestinian people are an integral part of the Arab nation.

Article 2: Palestine, with the boundaries it had during the British Mandate, is an indivisible territorial unit.

Article 7: That there is a Palestinian community and that it has material, spiritual, and historical connection with Palestine are indisputable facts. It is a national duty to bring up individual Palestinians in an Arab revolutionary manner. All means of information and education must be adopted in order to acquaint the Palestinian with his country in the most profound manner, both spiritual and material, that is possible. He must be prepared for the armed struggle and ready to sacrifice his wealth and his life in order to win back his homeland and bring about its liberation.

Article 8: The phase in their history, through which the Palestinian people are now living, is that of national (watani) struggle for the liberation of Palestine. Thus the conflicts among the Palestinian national forces are secondary, and should be ended for the sake of the basic conflict that exists between the forces of Zionism and of imperialism on the one hand, and the Palestinian Arab people on the other. On this basis the Palestinian masses, regardless of whether they are residing in the national homeland or in diaspora (mahajir) constitute - both their organizations and the individuals - one national front working for the retrieval of Palestine and its liberation through armed struggle.

Article 9: Armed struggle is the only way to liberate Palestine. Thus it is the overall strategy, not merely a tactical phase. The Palestinian Arab people assert their absolute determination and firm resolution to continue their armed struggle and to work for an armed popular revolution for the liberation of their country and their return to it. They also assert their right to normal life in Palestine and to exercise their right to self-determination and sovereignty over it.

Article 10: Commando action constitutes the nucleus of the Palestinian popular liberation war. This requires its escalation, comprehensiveness, and the mobilization of all the Palestinian popular and educational efforts and their organization and involvement in the armed Palestinian revolution. It also requires the achieving of unity for the national (watani) struggle among the different groupings of the Palestinian people, and between the Palestinian people and the Arab masses, so as to secure the continuation of the revolution, its escalation, and victory.

With respect to Fatah’s education reform, they erased the existence of Israel, they still refer to Israel as the enemy and the list goes on.

Finally, the weapons handed in just two weeks ago by 168 Fatah-al Aqsa Brigade terrorists in return for immunity from Israel military pursuit were World War I vintage Italian carbines left behind by Turkish troops when they quit the country in 1917 and Mauser rifles from the 1930s. None of the terrorists surrendered their personal side-arms according to their pledge.

The furious demand from Israeli commanders that the government tell the public how it was conned was turned down by prime minister Ehud Olmert and defense minister Ehud Barak. They were deaf to the arguments that the amnestied Palestinian terrorists remain fully armed and able to resume attacks at any time and that Palestinian leaders, who refuse to admit to the fraud, have nothing but contempt for their agreements with Israel.

I ask you is this a Palestinian government which meets the requirements of the international community?

Livni: And Israel is not going to miss this opportunity. We are not going to miss the opportunity to promote a dialogue with Mahmoud Abbas and the Palestinian government, a dialogue that can represent the widest common denominator between Israel and the Palestinians with, of course, significant political substance. This is the idea and of course, the implementation will be in accordance to the ability of the Palestinian government to control and its ability, of course, to fulfill its obligations, especially when it comes to Israel security.

I believe that this is also an opportunity to the Arab world to support the moderates, to support the bilateral process between Israel and the Palestinians, not to dictate its outcome, and also to support Israel or to encourage Israel to take positive steps toward the Palestinians. And we also believe that the meeting in the fall can support this kind of process. And I believe that the Saudi announcement of today is encouraging and thank you. Welcome.

Wearing a suit does not make one a moderate-Fatah is not moderate regardless of what Rice and Livni are trying to peddle to the international community.

SECRETARY RICE: Thank you very much and thank you again for welcoming me here. I very much look forward to our conversations and to my conversations here in Israel. I'm here to follow up on the President's initiatives in the speech that he took on the (inaudible). Clearly, this is a time when the United States wants to take advantage of potential opportunities to advance a two-state solution. It is, after all, the only way (inaudible) between Israel and its neighbors to also press for bilateral progress between Palestinians and Israelis and also so that Israel can have a horizon with the Arab world. We think that both are very important.

Incorrect, there are other proposals available. It is the Bush Administration that insists this is the only possible solution-reward terrorist with a sovereign nation of its own. This would be a state that will be immune to foreign action and not held accountable for its actions against Israel

QUESTION: This is a question for Secretary Rice. How can you move ahead with discussing with each Palestinian state where the Palestinian territories are divided?

SECRETARY RICE: Well, first of all, there is a legitimate President of the Palestinian people, Mahmoud Abbas. There is a government that everybody is working with and that recognizes Abbas. President Abbas is, of course, also the chairman of the PLO. And ultimately the Palestinian people will have to choose what kind of world they will live in, what kind of state the will have. But as Minister Livni said, we do have in the Palestinian territories a government that is devoted to the international principles, the foundational principles for peace and this is an opportunity that should not be missed. It's very clear that what happened in Gaza was against the legitimate institutions of the Palestinian people, the Palestinian Authority.

Hamas won the election, Fatah lost. According to Hamas it is the true representative of the Palestinian people.

FOREIGN MINISTER LIVNI: If I can add, I believe that the implementation now of any kind of understanding between Israel and the Palestinian government can be in accordance to the places of the territories in which there is an effective government which, of course, adopt and accept not only the requirements of the international community, but the basic understanding with Israel. And I believe that it is for the Palestinians to choose what kind of future they want to reach or what kind of hope they want to send to their own children. With this statement she contradicts herself by suggesting such a government ceases to currently exist-amazing!

Language matters, words matter. Both Rice and Livni today have managed to use double-speak through-out their interview. I have addressed several of their egregious comments in blue font. They are misleading policy makers in the West and are putting Israel at risk in the coming three years.
