Florida: Store owner, son arrested – food stamp fraud spreads in AZ, PA too

A convenience store owner in Daytona Beach, Fla.was arrested Monday for running a food stamp scam, using tax dollars to stock his shelves.
Bassam Abu Diab and his son Matthew were buying food stamp cards for 20 to 40 cents on the dollar and using them to shop at Walmart and Save-A-Lot stores for items they sold in their convenience store, police said, according the Daytona Beach News-Journal.
An undercover agent sold EBT cards to Abu Diab, which he used to purchase items at other stores and then paid the agent less than half the value of the cards. Federal, state and local officers raided the Abu Diabs’ 4M Food Mart after a 3-month investigation.
“This guy is running a business on the taxpayers back,” said Daytona Beach Police Chief Michael Chitwood, according to local tv station WFTV Channel 9. “It’s a fraud. He’s unscrupulous and clearly he didn’t learn from the last time we hit the store.”

Detectives said Abu Diab’s register had $88,000 in EBT card transactions, according to WFTV.
This is the second time Abu Diab has faced the same charges, according to WFTV. The Daytona Beach News-Journal said he was accused of running a pawn shop without a license in December.
Taxpayers aren’t just subsidizing of millions of “Americans” who don’t want to work or can’t find work but they are also getting robbed of hundreds of millions as criminals – often immigrant Muslims and Arabs – exploit government largess.

Two Brentwood men who ran separate small grocery stores in the South Hills were indicted Wednesday for wire fraud and food stamp fraud, documents filed today in U.S. District Court show.
Samson Dweh, 30, ran Mariama African Store in Carrick, according to the indictment naming him.
The U.S. Department of Agriculture authorized him to begin accepting food stamps in February 2009.
Starting in August 2010, according to the indictment, Mr. Dweh started paying cash for food stamp benefits, paying around 50 cents on each dollar of benefit the customer sought to cash in.
He would then bill the U.S.D.A. as if the benefits were spent on food, according to the indictment.
Through last year, Mr. Dweh redeemed more than $200,000 in food stamp benefits, “a substantial portion of such benefits having been unlawfully purchased for cash; accepted as payment on credit accounts or loans; and/or accepted as payment for ineligible items,” according to the indictment.
Emile Bizimungu, 31, faces similar accusations as regards the Dollar Grocery Center in Mt. Oliver, according to the indictment against him.
The USDA approved him to accept food stamp cards in Aug. 2011. Starting a month later, according to the indictment, he began trading benefits for cash, and the total reached more than $40,000, according to the charges.

According to the release, it is alleged that the store provided cash to individuals in exchange for Supplemental Nutrition Assistance Program (SNAP) food stamp benefits in fraudulent transactions on multiple occasions during the investigation. USDA data estimates fraud against the SNAP program exceeded $700,000 from this store location since 2010.
PHOENIX – An investigation has led to the identification of four Dollar Dayz general store employees involved in food stamp fraud, according to a report released by the Arizona Department of Economic Security (DES) and Arizona Attorney General Tom Horne.
“This is an unfortunate example of a business stealing taxpayer money by allowing a person with a food stamp card to purchase a small item and overcharge the card in order to make a profit,” Horne said. “With tens of thousands of dollars being claimed by a store with two aisles of food, it is physically impossible for Dollar Dayz to have made the volume of sales they are claiming.”
What’s unfortunate is the rapid expansion of government run schemes intended to redistribute wealth that the government can’t even manage effectively. The costs of fraud rival a large percentage of the annual cost of the program.
