International Body of Experts Collaborates With the Jewish Diplomatic Corps to Pursue an International Definition of Terrorism


The Jewish Diplomatic Corps (The JDCorps) will sponsor a workshop at the upcoming 13th Annual Conference of the Institute for Counter Terrorism (ICT) at the Interdisciplinary Center, Herzliya, Israel. The conference, taking place from the 8th-11th September, provides a unique opportunity for counter-terrorist practitioners, experts, academics and government officials to gather and discuss the most pressing strategic terrorist threats facing Israel and the Middle East.
This year, organizers deemed the lack of a globally-agreed, legally-binding definition of terrorism to constitute a direct impediment to successful counter-terrorist policy. Working in cooperation with The Jewish Diplomatic Corps, the organizers devoted a three-hour session to the topic of ‘Defining Terrorism: a Fundamental Counter-Terrorism Measure’, to take place on September 11th, from 2PM until 5PM.

The date itself is extremely significant, coming on the 12th anniversary of the September 11th, 2001 terrorist attacks in the United States. The lack of a clear, comprehensive and authoritative definition of terrorism over a decade after those deadly attacks demonstrates that, despite great progress, there are many milestones to reach in the quest for a unified, effective global counter-terrorism strategy.
The session will be chaired by Dr. Boaz Ganor, Founder and Executive Director at the ICT and one of the most prominent counter-terrorism experts in the world.
Alongside Dr. Ganor, the session will also feature a keynote address by Colonel Richard Kemp, Former Commander of the British Forces in Afghanistan.
Supplementing Col. Kemp’s practical expertise will be Mr. Ivan Koedjikov, Counter-Terrorism Coordinator & Head of Action against Crime Department at the Council of Europe; as well as Dr. Magnus Norell, a Scholar at The Washington Institute for Near East Policy.
This international body of experts, combining hands-on expertise fighting terrorism with academic rigor and political experience, will also be joined by Arsen Ostrovsky, a member of The Jewish Diplomatic Corps and the Chairman of The JDCorps' Task Force on the Definition of Terrorism.
